I don't scissor much on the chest. My favorite place to scissor a wrestler is just below his rib cage.

What is nice about his position on you for the scissors is that he's mobilized your arms so you can't twist on his ankles to force him to break the hold. I had some good advice to never scissor a man from behind. He can easily twist your ankles to force you to break the hold.
