The Full Nelson is most effective when use on an opponent of similar height. Due to the nature of the hold, it just doesn't work properly when an opponent is much taller or shorter. Wen used on a much taller rival, it results in a reaching up position rather than pressing down (the objective of the hold).
Similarly, when applying the hold to a much shorter opponent, it places you in a position where you're bending too far forward, and giving up leverage, or crouching to compensate. Due to the rarity of tall rivals, I've only had the FN technique demonstrated, but without actually being fully applied.
